Investing in quality preschool generates enormous economic and social benefits for the country. Children who attend such programs do better in school and throughout their lives. They are more likely to graduate from high school, and they will earn more money. They are also less likely to commit crimes or become pregnant as teenagers. So why isn't quality preschool available to all 3 and 4-year old children in America? HSG proposes a straightforward action plan that that will expand preschool access to 87% of 3 and 4-year olds. By establishing high standards, while maximizing choice and flexibility, our plan will appeal to conservative and liberals alike.
