This Achievement Gap is unacceptably large. While our education system has legions of dedicated, hard-working teachers, they are not rewarded for effective teaching and great student outcomes. Worse, the way federal funds flow to states incentivizes complacency over innovation. These skewed incentives are profoundly limiting the future of the American economy. They must be fixed. The time for systemic reform is now.
