David A. Javdan is a Managing Director with Alvarez & Marsal, based in Washington D.C. and New York. As a former legal executive and Federal and State financial regulator, Mr. Javdan brings a unique mix of experience and credibility in the corporate and public sectors. He has deep expertise in private equity investing, small business lending, sophisticated financial transactions, complex financial accounting and audit matters, healthcare law and multi-party international litigation.
 
Immediately prior to joining A&M, Mr. Javdan served as General Counsel of the U.S. Small Business Administration under the Administration of President George W. Bush. As General Counsel, he worked closely with the White House and Office of Management and Budget (OMB) Counsel, the U.S. Department of Justice, various U.S. Attorneys, Inspectors General, Government Accountability Office auditors, and with the General Counsels of various Cabinet Departments. Mr. Javdan supervised approximately 450 professionals in 70 offices, and served as CEO of the legal department. He also served as Chief Ethics Officer of an independent Federal Financial Agency with a $125 billion loan and $30 billion venture capital portfolio, and worked diligently with the Agency's CFO to obtain the Agency's first clean financial audit in seven years.
 
Mr. Javdan currently serves as a member of the Acquisition Advisory Panel, which reviews and proposes changes to Federal procurement laws, a position to which he was appointed by the White House Director of Federal Procurement Policy. He is a Member of the Board of Directors of the New York State Banking Department, a position to which he was appointed by Governor George Pataki and confirmed unanimously by the New York State Senate. Previously, Mr. Javdan served as Special Counsel to the New York State Senate on Holocaust and Health Care issues. Additionally, he was appointed by Governor Pataki to the Technical Advisory Committee on Individual Health Care policy.
 
Prior to joining the U.S. Small Business Administration, Mr. Javdan was an attorney with the law firm of Stroock & Stroock & Lavan, where he primarily focused on healthcare, insurance, international financial institutions, and litigation. At Stroock & Stroock, he represented the Austrian Jewish community on Holocaust restitution matters, leading negotiating sessions with the U.S. State Department and Austrian Ministry of Foreign Affairs, and participated in complex, multi-party international litigation. 
 
Mr. Javdan received a bachelor's degree from Columbia University and a juris doctor from Fordham Law School. He has helped found and served as pro bono counsel to a number of charitable organizations, including the JED Foundation, a national organization dedicated to helping prevent suicide among college students, and the Iranian American Jewish Federation. He has also served on the board of Trustees of an NAIS elementary school, on the national board of the Columbia College Alumni Association, and as a member of the Coro Foundation's Leadership New York program.
