Overview
Implementing teacher evaluations can be as challenging as figuring out which measures to use. There are problems related to ratings, evaluator training, and oversight to name a few. Evaluations fail, for example, because of weak instruments, lack of time, will, and consistency on the part of evaluators, and little oversight of the process. Often, teacher evaluations are not an institutionalized part of the school administration and may occur sporadically at best. Adding to that, there is little incentive for the school to pursue a meaningful, transparent evaluation process. Some people suggest normed expectations and evaluator training with the goal of creating a system of accountability and reliability.
